LLM Agents Master the Art of Refusal: FCoP's Grammar for Autonomous Governance

This report demonstrates that LLM agents can autonomously derive and execute complex governance rules without explicit programming or coordination—a breakthrough for self-regulating multi-agent systems. Two agents in a real incident resolved potential conflicts through self-de-escalation and protocol-honest declarations, techniques never explicitly taught. This capability suggests LLMs can operate within sophisticated governance frameworks while maintaining transparency, opening new possibilities for organizations to deploy autonomous teams without centralized coordination.
