Code review's true purpose is not deployment gating but distributing responsibility and building institutional knowledge across the team. When reviewers skip actual code reading, the organization loses critical learning opportunities and increases its bus factor—making it dangerously dependent on individual team members. For code review to maintain its value, it requires genuine engagement from reviewers who share accountability rather than rubber-stamp approvals.
