Why it matters
Since Ethereum's EIP-4844 (Dencun) upgrade in March 2024, L2 incidents no longer produce economic signatures on L1, meaning gas fees can appear stable while an L2 sequencer is degraded or a bridge has stopped posting batches. Existing monitoring tools like Alchemy and Tenderly serve human operators but don't provide the certified, machine-consumable state data that autonomous blockchain agents need before execution. The result is a silent cost gap where agents execute transactions without awareness of L2 or bridge degradation, as demonstrated by a 37-minute Arbitrum sequencer outage in June 2024 that was invisible to L1 fee monitors.
