Moveet: incidents, recording & replay, icon rail UI, and 500+ tests

Moveet, an open-source real-time vehicle fleet simulator, received major updates including named/colour-coded fleet management via REST API, dynamic road incident creation with live A* rerouting, full session recording/replay in NDJSON format with variable-speed playback, a redesigned icon-rail sidebar UI built on shared panel primitives, and an expansion of the test suite from 410 to 502 tests.
