Happy 7th birthday TWC!

The Weekly Challenge 366 celebrates its 7th anniversary, founded by Mohammad S. Anwar. This week's two tasks are: Count Prefixes, which counts how many words in an array are prefixes of a given string, and Valid Times, which calculates the number of valid time combinations when replacing '?' characters in an HH:MM format. Solutions are provided in both Python and Perl.
