Germany Mandates ODF for Public Administration

Germany has mandated the Open Document Format (ODF) as the standard for all public administration documents under its new Deutschland-Stack framework, excluding proprietary formats from official use. The framework promotes sovereign digital infrastructure through open standards, open interfaces, local data storage, and open source development to reduce vendor lock-in. The mandate aligns with broader European digital sovereignty efforts and will guide procurement and software selection across Germany's public sector through 2028.
