Excel incorrectly assumes that the year 1900 is a leap year

Microsoft Excel treats 1900 as a leap year, inheriting the bug from Lotus 1-2-3 for serial date compatibility. Correcting it would shift nearly all existing dates by one day and break cross-program compatibility, so Microsoft intentionally leaves it unfixed. The only practical impact is incorrect WEEKDAY values for dates before March 1, 1900.
