Cloudflare appeals Piracy Shield fine, hopes to kill Italy's site-blocking law

Cloudflare has appealed a €14.2 million fine imposed by Italy's AGCOM for refusing to block websites via its 1.1.1.1 DNS resolver under the Piracy Shield law. Cloudflare argues the fine was calculated illegally based on global revenue and that complying would require global censorship, raising latency and harming unrelated sites. The company continues to challenge the legality of Piracy Shield itself, calling it a misguided scheme favoring large rightsholders at the expense of the open Internet.
